Usage: fossil test-generate-uuid

Generate a version 4 ("random"), variant 1 UUID (RFC 9562, Section 5.4):

xxxxxxxx-xxxx-Mxxx-Nxxx-xxxxxxxxxxxx
- where M=4 and N=8, 9, a, or b
